How to find Planning Applications
As per EnG71a, all planning applications for PV systems outside of building zones must be issued publicly. This means that the complete dossier of information regarding the construction of the planned PV system must be accessible to the general public.
However, finding these dossiers can prove difficult and so following you will find a guide on how to find planning applications, split up by canton. The guide is not yet exhaustive as there is only a handful of cantons where there are plans to build any such PV systems.
This guide will be expanded if and when necessary.
General
Announcements about submitted planning applications can be found in the respective cantonal official gazette. Many of these official journals are (at least partially) available on ePublikation, a centralized platform operated by the State Secretariat for Economic Affairs SECO.
Bern
- Public planning applications submitted after 01.01.2024 can be found at epublication.ch
- Public planning applications submitted after 02.09.2018 but before 01.01.2024 can be found at eBau BE
Valais
- Announcements of public planning applications submitted since 02.09.2018 can be found at epublication.ch or in the Amtsblatt VS
- Inspection of the dossiers is possible at the respective municipial administration or at the cantonal building commission, in person
- A selected list of municipalities is participating in the pilot project «eConstruction» and is now handing in their planning applications digitally. Public planning applications should be retrievable via their reference number (found in the announcement of the planning application) on the eConstruction platform
Grisons
- Announcements of public planning applications can be found in the Kantonsamtsblatt GR
- A selected list of municipalities is participating in the pilot project «eBau». Public planning applications of participating pilot municipalities submitted since 02.04.2024 can be found at eBau GR
- The status page about the advancement of the project shows all of the municipalities and their participation status
- For non-participating municipalities or planning applications submitted before 02.04.2024, inspection of the dossiers is possible at the respective municipal administration or the cantonal department for spatial development, in person
